For the Public Procurement Agency (PPA) of Vietnam and with the World Bank Open Contracting Team (now the Procurement Statistics Team), DG developed a prototype Procurement M&E Dashboard for Vietnam’s eProcurement system. This work included an in-country assessment with PPA involving an evaluation of current procurement policies, and how these policies have been put into practice; and a data deep-dive into data quality, coverage, and mapping to the Open Contracting Data Standard. DG provided ongoing support and capacity building on data collection and quality assurance, policy implementation, and data analysis.
After developing the tool, DG co-created a data quality road map with PPA to ensure the government is able to use the tool (and the data) to its highest potential. DG also developed an in-depth training curriculum on using procurement data for monitoring and evaluation, and provided "training of trainers" to PPA and pilot training to 2 ministries and 2 cities. The training program will be scaled nationwide during 2017, as part of an ongoing PPA-led initiative on procurement M&E. DG also supported PPA in presenting its work internationally at the International Open Data Conference (IODC), facilitating cross-country learning and helping PPA to share its knowledge and experience.
DG will continue to support PPA by creating an M&E Indicator framework and prioritizing indicators for development in the prototype; identify existing data sources and data gaps in support of each prioritized indicator, and providing recommended courses of action to bridge data gaps; and establish a better understanding of the broader public financial management (PFM) system landscape through interviews with Ministry of Finance teams on Treasury and Budget Management Information System (TABMIS) implementation.
