Jean-Louis Sarbib is currently Chief Executive Officer at Development Gateway, an international nonprofit social enterprise with the mission to reduce poverty in developing nations by improving aid effectiveness, governance, and transparency through information technology. Mr. Sarbib joined the board of the Development Gateway in 2004 and was elected chair in 2008. In March 2009, the board asked him to serve as chief executive officer.
From 1980 to 2006, Mr. Sarbib was at the World Bank where he occupied a number of senior positions. From 1996 to 2000, Mr. Sarbib was the World Bank’s Vice President for Africa and from 2000 to 2003, the Vice President for the Middle East and North Africa (MENA). His last position (2003 – 2006) was as Senior Vice President for human development, with global responsibilities for the World Bank activities in education, health, social protection, and HIV/AIDS.
Upon leaving the Bank, Mr. Sarbib joined Wolfensohn & Company as a managing director from October 2006 to March 2009. A French national, Mr. Sarbib serves on the boards of World Links for Development, Ben-Gurion University of the Negev, The International Center for Conciliation, and FXB International. He served on the board of GAVI (the Global Alliance for Vaccines and Immunization) from 2003 to 2009, the board of UNESCO’s International Institute for Education Planning from 2003 to 2006, chaired the governing board of the UNESCO Institute of Statistics (2004-2006), and represented the World Bank at Head of Agency level at the UN-AIDS Committee of Co-Sponsoring Agencies. He has taught at Georgetown University (2008-2010), and served as senior non-resident fellow at the Brookings Institution (2006-2010) and adviser to James Wolfensohn (2006-2010).
Mr. Sarbib graduated from the Ecole Nationale Supérieure des Mines de Paris, before going on to the University of Pennsylvania for a master’s degree in city and regional planning. After working for the French Ministry of Industry as Deputy Director of the Groupe de Reflexion sur les Stratégies Industrielles (GRESI), he returned to teach in the United States, at the University of Pennsylvania and the University of North Carolina, Chapel Hill.
In 2006, Mr. Sarbib was awarded an honorary doctorate by the University of Ouagadougou in Burkina Faso, and received a Lifetime Award for Diversity and Inclusion by the World Bank. He received numerous honors from the countries where he worked.
Josh Powell is the Deputy Chief Executive Officer at Development Gateway, leading organizational partnerships, program innovation, and corporate strategy. He also coordinates DG’s Results Data Initiative, which supports evidence-based decision-making within the Governments of Tanzania and Malawi, and the United Kingdom’s Department for International Development (DFID).
Over the past decade, Josh has managed programs and supported teams in more than a dozen countries. He led DG’s digital development innovations for the USAID Higher Education Solutions Network, under the AidData Center for Development Policy consortium; and oversaw the major re-architecture and implementation of DG’s Aid Management Program — the best-in-class, country-owned aid information management system deployed in 25+ countries worldwide. Josh also helped lead the design of DG’s Agile software development methodology, an adaptation of the SCRUM approach.
A leader in GIS and data for development, Josh also coordinated the geocoding of World Bank, African Development Bank, and Asian Development Bank portfolios; co-authored the International Aid Transparency Initiative geocoding standard; led country-level GIS programs in nearly 10 countries; and led open contracting programs across East Asia.
Josh holds a MS in Public Policy from Brigham Young University, and a BS in Finance from the University of Baltimore.
Vanessa oversees all DG project teams and partner relationships, ensuring high-quality products and services are delivered to client satisfaction. In particular, Vanessa is the product owner for DG's Aid Information Management Program, and oversees software implementations in over 25 countries. Vanessa brings a decade of experience in assessing and implementing systems that supporting data management, uptake, and usage – with a focus on the management of foreign assistance data and geospatial analysis.
Vanessa received an MA in International Affairs from The George Washington University, and holds a BA in International Relations from the University of Miami.
Fernando leads all digital development work at DG. He focuses on delivering high-quality, stable, and sustainable products, with an emphasis on user interface and user experience design. Fernando holds over a decade of experience leading technical teams and developing software solutions across a variety of platforms.
With DG since 2008, Fernando has served as technical lead for projects with UNDP, IADB, European Commission, EITI Secretariat, and national governments worldwide. He has extensive in-country experience across Asia, Africa, and the Americas.
Martha manages project teams developing data management tools, with a focus on geomapping dashboards, large scale technical solutions, user experience, and academic partnerships. She helps oversee the day-to-day and strategic work of the operations team and its relationship with DG’s technical team. Martha has more than ten years of experience designing digital solutions for real world impact, including the UNDG Information Management System, and has led work on data interoperability and visualization in Sub-Saharan Africa, South Asia and Eastern Europe.
Prior to DG, Martha worked at the World Bank, Harvard University, and with several NGOs. She holds an MS in Foreign Service from Georgetown University, an MA from the University of Durham, and a BA from the Wilkes Honors College.
Hamadoun Cisse, CPA
Hamadoun leads DG's Finance Department, spanning internal finances and external client accounts. His central goal is to ensure all funds are spent properly, and that DG continues to provide accurate and auditable financial reports to stakeholders. He focuses on risk mitigation, executing cost savings, enhancing accuracy, and ensuring reported results comply with regulations and generally accepted accounting principles. He also supports DG's tactical initiatives, focusing on the financial aspects of program delivery to ensure that project managers have clear and timely information on the financial status of their projects.
Originally from Mali, Hamadoun previously worked with UNDP in Burkina Faso. He holds a CPA license from the Virginia Board of Accountancy and a Masters in Information Systems Technology Management from The George Washington University.
Kathryn coordinates DG’s Results Data Initiative programming in Tanzania, focusing on promoting the tools, skills, and incentives needed for meaningful data use. In addition to supporting business development efforts at DG, Kathryn has supported data uptake training and evaluation in Timor-Leste, knowledge sharing at DG’s AMP Workshop, and project impact documentation for communication and learning.
Previously, she worked in Tanzania as a Peace Corps Volunteer and with the World Food Programme. Kathryn holds an MPA in International Development from Princeton University, and a BS in Mechanical Engineering from The University of Texas at Austin.
Vinisha leads learning and knowledge management at DG, with an emphasis on promoting the use of results data in development decision-making. She is the technical lead for RDI, managing all in-country programming, and also leads DG's internal MERL processes, to ensure DG can better support clients and partners.
Prior to joining DG, Vinisha worked at Innovations for Poverty Action (IPA) on MERL projects across Sub-Saharan Africa and South Asia. She holds an MA in International Affairs from The New School, and BS in Economics and International Business from University of Wisconsin La Crosse.
Taryn manages several large-scale technical projects at DG, particularly those related to financial and geospatial data. She focuses on designing systems, processes, and curriculums that encourage data use by governments and development partners. Taryn has supported Aid Management Program implementations in over six countries, the development of the UNDG Information Management System, and leads DG's involvement with IATI.
Before DG, Taryn worked for the American Red Cross. Taryn received her BS from Brigham Young University and is working towards a MS in Development Management at American University.
Paige leads DG policy engagement, innovative data use projects, and strategic communications at DG. In particular, Paige focuses on Sustainable Development Goal initiatives; fostering evidence-based policy within agencies and governments; and strengthening the use of data and technology in projects spanning the Americas, Middle East, Sub-Saharan Africa, and South Asia.
Before DG, Paige managed NGO client campaigns at a strategic communications firm. She holds a BS in Foreign Service from Georgetown University.
Andrew leads DG’s open contracting and e-procurement projects, working closely with government and civil society counterparts, and technical teams. In this capacity, Andrew has managed the development of a suite of open contracting tools, including a corruption risk dashboard, and led the implementation of open contracting assessments in West Africa.
Before DG, Andrew cofounded SimSim-Participation Citoyenne, a Moroccan non-profit focussed on civic tech, and led on legislative openness activities at the National Democratic Institute. He holds an MA in Democracy and Governance from Georgetown University and a BA in Public Policy from Duke University. He speaks Arabic and French.
Sarah leads business development and strategic partnerships at DG. She focuses on promoting efficiency, effectiveness, and impact through data and technology use. Sarah supports DG's Results Data Initiative development agency programming, focusing on promoting tools, skills, and incentives that lead to meaningful data use for development partners. She has performed data diagnostics and actionable data use landscaping assessments at subnational, national, and global levels.
Before DG, Sarah worked with Nuru International, conducting research to support strategy development and providing support to the CEO. She earned her degree in International Affairs from The George Washington University.
Bijana Sharma Poudel
Bijana focuses on ensuring DG keeps detailed, accurate financial activity records throughout internal and external processes. She manages payroll, accounts payable, and vendor management functions. She ensures timely and accurate payments to staffs and vendors complying with the standard accounting principles and DG's internal policies and procedures.
Originally from Kathmandu, Bijana worked at the Nepal Investment Bank and Ashoka before joining DG. She holds a business degree from Tribhuwan University, Nepal.
Styopa leads DevOps at DG. He supervises systems and software deployment, configuration management, private cloud orchestration, and hardware procurements. Styopa designed and implemented DG cloud platform, storage systems, security and user management based on FOSS software, among other accomplishments.
Prior to joining DG, Styopa worked in system administration and management in Ukraine. He holds a Master’s in State and Public Administration from Moscow State University.
Beshad is responsible for supporting and managing DG’s IT systems. He focuses on expanding and improving DG's virtualization infrastructure as well as automating and testing IT tasks. His priorities include managing a private cloud of virtual machines, configuring and maintaining Linux servers, and designing deployment and configuration management protocols.
Beshad has worked with DG as an intern since 2015, and joined the team full-time in Summer 2016. Beshad received his Bachelor’s in Computer Science from University of Maryland, College Park.
Emily is responsible for supporting the Engagements and Partnerships team at DG. She supports proposal development for projects with various organizations, helping to grow DG’s “footprint” in the international development space. Additionally, she helps manage DG’s strategic communications and social media presence, increasing engagement with the community in both DC and around the globe.
Prior to joining DG, Emily graduated with a BS in International Politics from Georgetown University’s School of Foreign Service. She joined the DG team full-time in June 2017.
Annie supports the agency side of DG's Results Data Initiative. Her analysis of development agencies helps inform customized tools, skills, and strategies that increase the impact of results data and better inform critical decisions.
Before DG, Annie worked as a student research associate for the University of Texas' Innovations for Peace and Development, focusing on issues of security, governance, and transparency. She has a Masters of Public Affairs from The University of Texas at Austin, and Bachelors degrees in both Psychology and International Relations from North Carolina State University.
