Program Phases
The Aid Management Program typically covers a three year period, with installation of an aid information management system in the first year. The implementation is carried out by Development Gateway staff and local partners. Once the system is operational, a two year program of support to ensure sustainability includes process analysis, training for new users, and monitoring and evaluation of the program's impact. The system can also be integrated with other systems, such as financial management or budget preparation software.

Phase 1 - Assessment

  • Joint review of the country's existing aid management procedures, needs, and capacity.

Phase 2 - System Implementation and Training

  • Fully-functional, country-specific aid information management system, with user/technical manuals and staff training.

Phase 3 - Basic Support

  • Four-month period of intensive institutional and technical support.

Phase 4 - Institutional Strengthening

  • Provides stakeholders with the tools to ensure long-term sustainability.

Capacity Building and Technical Sustainability

Development Gateway recognizes that successful aid management solutions require ongoing support for 2-3 years following implementation to maximize effectiveness and ensure sustainability. We provide governments with the tools, knowledge base and training to lay the groundwork for assuring data quality, system maintenance, and expansion of users over time. Development Gateway tailors its institutional strengthening plans to fit the needs and priorities of each country. Sample activities include: training of local IT staff and business users of the system; regional knowledge sharing workshops; technical support; data management analysis; business process analysis; impact monitoring; and systems integration assessments.
