Catalin AndreiCatalin Andrei, Director, Information Technology
Catalin’s role is to ensure the successful execution of Development Gateway’s mission through development and deployment of information and communications technologies. Catalin has a master’s degree in engineering from the Institut National des Sciences Appliquées in Lyon, France. Before joining Development Gateway, he worked with Capgemini.

Nancy ChoiNancy McGuire Choi, Senior Director of Operations, Co-Executive Director of AidData
Nancy oversees the day-to-day management and strategic direction of Development Gateway’s programs in over 30 countries. She focuses on building high-performing teams, continuously improving our solutions and clients' experiences, and identifying new products and services at the center of transparency and accountability, results management, and citizen engagement. Nancy also serves as Co-Executive Director of AidData, a research and innovation lab that makes development finance data more accessible and actionable, of which Development Gateway is an institutional partner. Nancy has extensive experience leading aid management and transparency projects and working with governments and donors around the world. Previously, Nancy monitored and responded to natural disasters and humanitarian emergencies for USAID's Office of U.S. Foreign Disaster Assistance. She holds an MS in Foreign Service from Georgetown University and a BA from Harvard University.

Abdoulaye Diatta, Controller

Abdoulaye has an MBA and over a decade of experience in accounting, federal government contracts, and financial integrity management from the “Big Four.” He now leads the finance department in ensuring that all funds are spent properly and that Development Gateway continues to provide accurate and auditable financial reports to all stakeholders. His skills include applying GAAP and SOX to accounting functions, interfacing with independent auditors during annual audits, interfacing with DCAA during governance and financial systems audit, and interacting with partners and clients during the contracts/projects life cycle. He is fluent in French, English and communicates and writes fairly in Spanish.

Dina Abdel-FattahDina Abdel-Fattah, Associate
Dina supports Development Gateway's Aid Management Program. She was previously Development Gateway's USAID Geo-coding Aid Management Fellow in Nepal. Before joining Development Gateway, Dina was a Project Manager at the DESERTEC Foundation, Hamburg, Germany. Dina holds a Master's of Science in International Development Studies from the University of Amsterdam, the Netherlands and a Bachelor of Arts in International Relations from the College of William and Mary, USA.

Benjamin ArancibiaBenjamin Arancibia, Technical Associate
Ben brings his research, data analysis, and GIS development knowledge to DG working on various parts of the new USAID contract, including rebuilding Aiddata, mapping, and data visualizations.. He joins from an IT Consulting company where he focused on GIS and Database Development for various United States Government Agencies. Ben was a former Aiddata Research Assistant at William and Mary where he obtained his B.A. in International Relations and a B.A. in Environmental Science and Policy.

Hamadoun CisseHamadoun Cisse, Project Accountant
Hamadoun works on contract management and financial reports in the Finance Department. Originally from Mali, he previously worked with UNDP in Ouagadougou, Burkina Faso and as in intern with Development Gateway. He is a candidate for a Masters in Information Systems Technology Management at the George Washington University.

Taryn DavisTaryn Davis, Associate
Taryn supports DG’s Aid Management Program. Previously, she was an Aid Management fellow in Lao, PDR and also worked with DG’s communications team. She formerly worked for the American Red Cross as the Service to Armed Forces Coordinator. Taryn received her bachelor’s degree from Brigham Young University.

Vanessa GoasVanessa Goas, Field Operations Manager 
Vanessa manages various programs within the Operations team, including field operations for all in-country geocoding efforts and projects in Kosovo, Honduras, and Moldova. Vanessa received a master of arts degree in international affairs and international development at George Washington University and holds a bachelor's degree in international relations from the University of Miami.

Dustin HomerDustin Homer, Associate
Dustin is a Development Gateway project manager with a strong monitoring and evaluation background. He is heavily involved in developing DG’s innovative results-based management information system and services. He also works on geo-referencing and visualizing development information and manages the Aid Management Platform in Nepal. Prior to Development Gateway, Dustin worked on impact evaluations with US-based evaluation firm Social Impact. He is also a co-founder and director of a Haiti-based community development NGO. Dustin has published peer-reviewed research on education-aid effectiveness and managed a groundbreaking randomized controlled trial on international law.

DanielDavid Rust-Smith, Software Developer
David is a software developer on the AidData team working on dashboards and the CMS. He grew up in Malawi and Nepal and has always been passionate about the role of technology in international development. With a B.CS from the University of Waterloo David has worked in a variety of roles; from program manager at Microsoft to founder and developer at a tech based social enterprise.

StepamStepan Semenukha,  Analyst
Stepan is responsible for IT systems planning and administration. He designed and implemented DG's migration to private cloud infrastructure. Stepan has worked in system administration and management in Ukraine, and holds a Master's degree in State and Public Administration from Moscow State University, Russia.

BijanaBijana Sharma Poudel, Staff Accountant
Bijana focuses on accurate financial activities for Development Gateway in the Finance Department. Originally from Kathmandu, Nepal, she started her professional career as a middle school teacher, before moving into commercial banking as a supervisor at the Nepal Investment Bank. In the USA, she worked for Ashoka before joining Development Gateway. Bijana has a business degree from Tribhuwan University, Kathmandu, Nepal.

Josh PowellJosh Powell, Innovation Team Manager
Josh manages the AidData Innovation Team for USAID's HESN Award, which includes scoping and managing IT programs for coding, sharing, visualizing, and analyzing data; developing in-country pilots using the latest technology; and supporting the technical needs of the Field Operations team. Josh has managed and supported teams and projects in Nepal, Tunisia, Malawi, Senegal, Haiti, and Argentina. He holds a MS in Public Policy from Brigham Young University and a BS in Finance from the University of Baltimore.

Owen ScottOwen Scott, Associate
Owen Scott comes to Development Gateway with four years of field experience in Sub-Saharan Africa. Most recently, from 2009-2012, Owen worked on planning and results tracking in Malawi, Swaziland, and Lesotho with Engineers Without Borders Canada. Owen's writing on aid effectiveness has been quoted in many social and traditional media outlets, including the book Adapt: Why Success Always Starts With Failure by Tim Harford. Owen has a B.Sc. in Civil Engineering from the University of New Brunswick and a graduate certificate in GIS from Penn State.

Bindu VenugopalBindu Venugopal, Technical Manager
Bindu focuses on product development and innovation at Development Gateway. She works as the technical manager for the Aid Management Platform, and has over 8 years of experience in software development and management. She has a wide range of country experience having worked in Malawi, Tanzania, Uganda, Nepal, Kosovo and Timor-Leste. Prior to joining the organization, she worked as a project leader for companies in India and the United States.  She holds a graduate degree in software programming and management and a bachelor's degree in electronic and telecommunication engineering from University of Pune, India.
