In 2008, the Government of the Democratic Republic of Congo (DRC)’s Ministry of Planning chose to implement the Aid Management Platform (AMP) to strengthen government processes and increase transparency and accountability. Implementing AMP was one of the priorities of the government’s public financial management capacity building program. AMP now helps in monitoring the alignment of external assistance with the Priority Action Plan of the Growth and Poverty Reduction Strategy, and its main objectives are to facilitate planning and budgeting.

The platform was officially launched in 2009 by the Prime Minister, and the importance of the tool was reaffirmed on several months later in the Kinshasa Agenda of Aid Effectiveness. To facilitate better coordination and information sharing, AMP access has been granted to donors, and access is being expanded to other ministries and to the regional and provincial level.

[toggle]Key Characteristics

Planning and monitoring tool. The Ministry of Planning uses the platform in order to plan, coordinate and monitor national and regional programs, jointly with the Ministries of Finance, Budget, and International and Regional Cooperation. It has become a key part of short and medium term planning, including objective setting, plans for provincial and national programs, the Medium Term Expenditure Framework, program and investment budgets, and associated monitoring and evaluation efforts.

Investment management. The platform is used to manage not only aid flows, but also all investment financed by the state or by private local investors. Actually, its official name locally is the Aid and Investment Management Platform (Plateforme de Gestion de l’Aide et des Investissements).

Capacity Building and Sustainability. DRC experienced some challenges with AMP implementation, especially associated with its post-conflict status and limited infrastructure.

Support from Development Gateway and technical and financial partners has helped the government develop a strong data collection process. Also, the operational infrastructure is now in place at the national level and use of the tool is expanding every day across the country thanks to intensive training and awareness of the focal points of all concerned stakeholders nationally and internationally.

The sustainability phase, currently underway, is supporting DRC in ensuring a progressive reinforcement of its capacities in aid information management, integrating AMP with other government systems, such as the Debt Management System, and adapting to new international standards, such as the International Aid Transparency Initiative data standard.

AMP data are now being used for government and donor reports on official development assistance. To date, approximately 200 government staff and 40 donor agency staff have received AMP user training and certification. Three government trainers, trained by Development Gateway, have been able to progressively take over training of other staff.

The country now has 5,700 activities in the system, representing more than $13 billion of official development and humanitarian assistance. The data are from 1999 to 2015 and include external resources, domestic resources (investment budget) and foreign private investment. Strict procedures have been set up for quarterly updates.

In a follow-up survey conducted in 2008, users reported that the data collection process and coherence of aid information had improved.  The survey indicated that the most significant impacts of AMP were in creating awareness of development projects; better donor coordination; improving the availability of information; and better strategic planning.
