Institutional setup. Unlike in other countries, AMP is not installed in a ministry, but in a relatively new institution placed under the 2nd Vice-Presidency. The purpose is to enable the general monitoring of aid flows, planning and strategy, rather than daily aid management.
Starting from scratch. Development Gateway (DG) directly assisted the government in assembly of basic infrastructure (network, server, Internet access). New staff hired in April 2008 were trained on AMP upon arrival.
Paris Indicators. AMP is being used to monitor the indicators of the Paris Declaration, providing more accurate data at a more detailed level. Burundi also used AMP to collect data for the 2011 OECD Survey on monitoring the Paris Declaration.
Technical infrastructure. It has been necessary to invest significant time resolving issues related to IT infrastructure, such as web access, network, server, and workstation readiness. AMP is now installed on a government server, and is available on the Internet for registered users. It also has a public view section.
Data collection process. As in most post-conflict countries, prior to AMP implementation the government had incomplete information on many projects funded by external aid. Many projects are implemented through parallel structures, with little or no involvement from government institutions. For these reasons, the government requested that development partners input data directly.
Importance of sustainability. Due to resourcing issues in the Aid Coordination Unit, this implementation demonstrates the value of DG’s emphasis on providing progressive training to current and future government staff. To date, DG has provided training for more than 20 government staff and 10 donor agency focal points.
To date, more than 300 projects have been entered in AMP. This number continues to grow with the availability of new data supplied by the donors. Using this data, the government of Burundi created its 2009 Report on Trends in Public Aid for Development. This was the second edition of the report to employ data on international aid flows compiled using AMP, and the first edition that uses the AMP Paris Declaration module to calculate Burundi's progress toward Indicators of Progress outlined in the Paris Declaration on Aid Effectiveness. This is an important milestone, demonstrating that the program has matured to the point that the government can produce reliable, comprehensive reports on aid activities in Burundi.
The Government of Burundi has now launched a publicly accessible site for AMP. There are currently five documents available on the website: aid allocation per framework of Burundi’s Poverty Reduction Strategy Paper the Poverty Reduction Strategy Paper (CSLP) pillars; aid by type of funding and by donor; the Paris Declaration; and the Report on Trends in Public Aid for Development.
Next steps include upgrading AMP Burundi to the latest version of AMP, which has a new and improved public interface, extending AMP access to line ministries, and studying the possible linkages with other government IT systems, such as the Sygefi, the system for the Public Investments Programme (PIP), in the Ministry of Planning.

The Aid Management Platform (AMP) is an online application that enables governments to better manage and coordinate development assistance. Designed for use by governments and their development partners, AMP improves and streamlines the processes for planning, monitoring, coordinating, tracking and reporting on international aid flows and activities.
