AMP as a reporting tool. The Government of Burkina Faso has used AMP for the past three years as a tool to produce the annual “Development Co-operation Report of Burkina Faso.” With the technical assistance provided by Development Gateway, the 2009 report was produced only six months after the end of fiscal year (a significant improvement over prior years), enabling more productive donor-government dialogue.
South-South collaboration. The Government of Burkina Faso traveled to Ethiopia in November 2007 to meet with government counterparts and exchange experiences on AMP and aid management. Burkina Faso, in turn, hosted a similar workshop for delegations from Madagascar, Niger, and Togo in November 2008 and received a visit of delegations from Mali, Rep. of Congo and Benin in 2010. Burkina Faso has also participated in all three “AMP Best Practices” annual workshops.
Government ownership. DG-COOP hosts AMP on a government-owned server and government staff have been actively engaged in system implementation. Burkina Faso funded a two-year institutional strengthening program (2009-10) using its own funds, proving its commitment to AMP.
Support for data management. Development Gateway has provided extensive support for data management, including training on report production and facilitating data entry and validation workshops. DG-COOP is currently developing a Data Management Plan.
Network administration. Since the end of 2010, the AMP server has been managed by the Ministry of Posts and Telecommunications. It is located in a centralized government data center, in order to ensure that AMP is anchored within the government’s broader IT infrastructure.
AMP Burkina Faso now contains over 1,400 development activities, representing the entire portfolio of aid-financed activities from 2000 to 2010, or nearly $7 billion in actual disbursements. AMP has been used to produce the annual “Development Co-operation Report of Burkina Faso” for three years.
Several government ministries are now planning to work together to link AMP with other government financial management systems. Burkina Faso has also expressed interest in geocoding the country’s aid-financed activities.
AMP users from DG-COOP were surveyed at the time of implementation and then again a year later, in 2009. Users indicated that they now find it easier to access aid data, and that aid information is more accurate than it was prior to AMP. Coordination of data collection has improved somewhat, and information is updated more frequently. The survey also showed that users believe AMP has strengthened donor coordination.
